Methodology
The rankings were determined by evaluating and weighting factors included within the AGA’s State of the States 2026 report which mainly directly affect user experience in land casinos, including:
- Whether the venue is smoke-free (Weight: 2, Rewarding yes)
- Availability of complimentary alcoholic beverages (Weight: 3, Rewarding yes)
- Whether the casino offers credit (Weight: 3, Rewarding yes)
- Absence of federal withholdings on winnings (Weight: 3, Rewarding yes)
- Total number of gaming machines in commercial casinos (Weight: 3, Rewarding the highest value)
- Total number of commercial casinos in the state (Weight: 3, Rewarding the highest value)
- Variety of gambling options available (casinos, racinos, tribal venues, card rooms, electronic gaming, iGaming) (Weight: 4, Rewarding the highest value)
Each state’s score reflected how well it met these criteria, with higher values and player-friendly policies earning stronger rankings.
Weights: 1 – Not important, 2 – Average importance, 3 – Above average importance, 4 – Very important.
